Who holds power to appoint the nominees from Anglo-Indian Community in the Lok Sabha?

Explanation

At the time of this question, under Article 331, the President had the power to nominate members from the Anglo-Indian community to the Lok Sabha. The President could nominate a maximum of two members. By the 104th Constitutional Amendment Act, 2019, by amending Article 334, the period of reservation for Scheduled Castes and Scheduled Tribes in the Lok Sabha and State Legislative Assemblies was extended from 70 years to 80 years; however, the provision for nomination of Anglo-Indian members was rendered ineffective.
