Explanation
In his presidential address at the annual session of the Congress held at Lucknow, on 12 April 1936, Pandit Jawaharlal Nehru called the Government of India Act, 1935 the “Charter of Slavery.” This Act provided for the establishment of an All-India Federation in which both British Indian provinces and Indian States (Princely States) were to be included, though this federation could never actually come into existence. Under this Act, there was also a provision for a bicameral legislature at the Centre.
