Who decides the disqualification of members of State Legislative Assembly, for matters other than those in the tenth schedule of the Constitution?

Explanation

According to Article 192 of the Constitution, the Governor decides the question of disqualification (except matters related to the Tenth Schedule) of a member of a State Legislature. However, in this matter, the Governor acts according to the opinion of the Election Commission. But if the question of disqualification arises under the Tenth Schedule (on the ground of defection), then in the case of the Legislative Assembly, the Speaker, and in the case of the Legislative Council, the Chairman gives the decision.
