Who called the revolt of 1857 a conspiracy?

Sir James Outram and W. Taylor described the Revolt of 1857 as the result of a Hindu–Muslim conspiracy. Outram believed that it was a Muslim conspiracy in which advantage was taken of Hindu grievances. According to John Lawrence and Seeley, it was only a military mutiny. According to Sir John Seeley, the Revolt of 1857 was a completely unpatriotic and selfish military mutiny, in which there was no local leadership and it did not receive the support of the general public.
