Explanation

On the basis of the provisions of the Government of India Act, 1935, Bihar and Odisha were separated and made two provinces, and provincial autonomy was introduced. Under the provisions of this Act, bicameral legislatures were established in six provinces (Madras, Bombay, Bengal, United Provinces, Bihar and Assam). Accordingly, Bihar’s unicameral legislature was converted into a bicameral legislature—the Bihar Legislative Assembly and the Bihar Legislative Council. Under this arrangement, the then existing Provincial Legislative Council was renamed as the Bihar Legislative Assembly, and the Bihar Legislative Council was constituted as the upper house. Ans. (d) Shri Krishna Singh, also known as Shri Krishna Sinha, was the first Chief Minister of Bihar. He became the Premier of Bihar in the first Congress ministry formed in 1937. He served as Premier/Chief Minister from 20 July 1937 to 31 October 1939 and again from 02 January 1946 to 31 January 1961.
