Which Delhi Sultan is known for adopting the 'blood and iron' policy?

It is said about Balban that he adopted the policy of “blood and iron.” Two main features of Balban’s theory of kingship were: first, the post of the Sultan is bestowed by God, and second, the Sultan must be absolute. According to him, “The Sultan is God’s representative on earth (niyabat-e-khudai), and his position is after the Prophet. The Sultan receives inspiration and power from God.
