The United Nations General Assembly adopted the Comprehensive Nuclear-Test-Ban Treaty (CTBT) in New York on September 10, 1996. Three countries—India, Bhutan and Libya—did not give their consent to the CTBT. The CTBT was opened for signature from September 24, 1996.
