Explanation
Money can be withdrawn from the Consolidated Fund of India only after the Appropriation Bill is passed. However, if there is a change in the government at the end of the financial year and the new government does not immediately introduce the Appropriation Bill, or if for any other reason money is needed even before the Appropriation Bill is passed, then under Article 116(1)(a) the Lok Sabha can pass a Vote on Account and approve an advance amount for the government. Article 116 also provides that if, in emergency circumstances, the government needs a very large amount of money—such as during war—then the Lok Sabha grants a Vote of Credit, and Parliament authorizes the withdrawal by law.
