The Rajya Sabha consists of-

a280 members of which 20 members are nominated by the President of India
b275 members of which 18 members are nominated by the President of India

Explanation

Article 80(1), sub-clauses (a) and (b) provide respectively that the Rajya Sabha shall consist of 12 members nominated by the President and not more than 238 representatives of the States and Union Territories (Total—250). Under Article 80(4), the representatives of each State in the Rajya Sabha are elected by the elected members of the Legislative Assembly of that State in accordance with the system of proportional representation by means of the single transferable vote. Thus, their election is indirect, through representatives chosen by the citizens. Under Article 80(5), the representatives of the Union Territories in the Rajya Sabha shall be chosen in such manner as Parliament may by law prescribe.
