On the basis of the Government of India Act, 1935, elections to the provincial legislatures were held in February 1937. In these elections, Congress wiped out its rival parties and secured an absolute majority in five provinces—Madras (159 out of 215 seats), Bihar (98 out of 152), Central Provinces and Berar (70 out of 112), United Provinces (134 out of 228), and Orissa (36 out of 60). Congress emerged as the largest party in Bombay (almost an absolute majority), Assam, and the North-West Frontier Province. Only in Bengal, Punjab, and Sind was Congress unable to become the largest party. In July 1937, Congress formed its governments in 6 provinces—Madras, United Provinces, Central Provinces and Berar, Bihar, Bombay, and Orissa. Note: In Bombay, Congress got almost an absolute majority (86 out of 175 seats). In Ayodhya Singh’s book 'Bharat Ka Mukti-Sangram', Congress is shown as having an absolute majority in Bombay as well (88 out of 175 seats), which, according to other sources, is not correct. ##
