The Ring-Fence Policy was associated with Warren Hastings and Wellesley. Warren Hastings fought wars with Mysore and the Marathas, and with other Indian states, with the aim of gaining an equal status. During this time, the Company tried to create buffer states around its territory. Its objective was only to protect its own state; or we can also say: “Protect the borders of your neighbouring states so that your own borders remain secure.” At that time, the main fear was from the Afghans and the Marathas. Therefore, the Company took charge of Awadh’s defence on the condition that the Nawab of Awadh would bear the expenditure; and in this way, the defence of Awadh was the defence of Bengal. With Wellesley’s arrival, the Company’s relations with Indian princely states changed. Wellesley’s objective was to compel Indian states to depend on the Company for their protection. He tried to bring Indian states within the ring of British political power and military protection.
