Explanation
Article 40 of the Constitution directs the states to form Panchayats. In 1957, the Balwant Rai Mehta Committee recommended the formation of a three-tier Panchayati system. Based on these recommendations, Pt. Jawaharlal Nehru inaugurated Panchayati Raj on 2 October 1959 in Nagaur district of Rajasthan. Subsequently, Andhra Pradesh implemented this arrangement and became the second state to adopt the Panchayati Raj system.
