The broad objective of the Eleventh Five-Year Plan (1 April 2007 to 31 March 2012) was to achieve inclusive growth. In the National Development Council (NDC) meeting held in December 2007, the draft of the Eleventh Five-Year Plan was approved, while its Approach Paper was approved in the NDC meeting held in December 2006. The theme of the Eleventh Five-Year Plan was "Towards Faster and More Inclusive Growth". ## Page 10
