In the first stage of plan formulation, the Planning Commission used to estimate the material, capital, and human resources available in the country. In the second stage, the Union and State Governments prepared their respective plans and sent them to the Planning Commission; after examining them, the Commission integrated the plans received from different governments. At the beginning of the third stage, the Planning Commission issued the draft plan. Thereafter, after determining the nature of projects received from various governments and consulting the Union Cabinet and different ministries, the Planning Commission presented the final plan before the Cabinet. After Cabinet approval, the draft plan was sent to the National Development Council (NDC). The NDC gave final approval to the plan proposed by the Planning Commission. After this, the plan was presented in Parliament, where, after approval, it became the “Government Plan” and was published.
