Explanation
The outline of the Partition of Bengal was presented in a famous “Risley Circular” sent by the Home Secretary of the Government of India, H.H. Risley, to the Bengal Government on 3 December 1903. Its formal announcement was made on 19 July 1905. Its objective was to divide the growing “nationalism” in the Bengal Presidency. The Partition of Bengal came into effect on 16 October 1905. On this day, Rabindranath Tagore advised that it be celebrated as “Raksha Bandhan”.
