In India, the recommendation to establish a three-tier Panchayati Raj system was made by the Balwant Rai Mehta Committee (1957). On the basis of the committee’s recommendations, the Rajasthan Legislative Assembly passed the Panchayati Raj Act in September 1959. In accordance with the provisions of this Act, Pandit Jawaharlal Nehru inaugurated the Panchayati Raj system in Nagaur district of Rajasthan in October 1959. In addition, for reforms in Panchayats, the Ashok Mehta Committee (1977), the G. V. K. Rao Committee (1985) and the Dr. L. M. Singhvi Committee (1986) were also constituted. ## Page 47
