aThe will of President
bSpeaker
cThe President on the recommendation of Council of Ministers✓ Correct
dThe President on the recommendation of the Speaker
Explanation
Under Article 85(2)(b), the Lok Sabha can be dissolved before completing its term. This can be done by the President on the recommendation of the Prime Minister (Council of Ministers). However, if the Council of Ministers has lost the majority in the Lok Sabha, then instead of dissolving the Lok Sabha prematurely on such advice, the President may also use discretion while assessing the possibility of formation of a new government.
