Explanation

According to Article 108 of the Constitution, a joint sitting of both Houses of Parliament is held when there is a disagreement between the two Houses in considering and passing a Bill. The provision of a joint sitting under Article 108 applies only to ordinary Bills; it is not applicable to Money Bills and Constitution Amendment Bills. Under Article 118(4) (read with the rules made for joint sittings under Article 118(3)), the Speaker of the Lok Sabha presides over the joint sitting. In the absence of the Speaker, the Deputy Speaker of the Lok Sabha presides; and if he/she is also absent, the Deputy Chairman of the Rajya Sabha presides. The joint sitting is conducted according to the rules for joint sitting made under Article 118(3). The quorum for a joint sitting is one-tenth of the total number of members of both Houses.
