The first meeting of the Bihar Legislative Council was held on 20 January 1913 at Bankipur. Under the Indian Councils Act, 1861 and 1909 (as amended in 1912), the Bihar and Orissa Legislative Council was constituted, in which 3 ex-officio members, 21 elected members and 19 nominated members were included.
