In 1950, the Bihar government passed the “Bihar Land Reforms Act”, whose validity was upheld by the Supreme Court (except sections 4(b) and 23(F). Amendments were made in 1954 and 1959. However, the Act had certain provisions under which a large portion of land could be retained by the landlords for purposes such as house, garden, pond, library, business, etc. Moreover, due to slow implementation of the law, control over land continued to remain with the dominant castes.
