Explanation

The Gandhi–Irwin Pact was concluded on 5 March, 1931. According to this pact- (i) Under Gandhi’s leadership, the Congress agreed to suspend the Civil Disobedience Movement. (ii) Orders were issued to release political prisoners against whom there was no allegation of violence. (iii) The right to stage peaceful dharnas at foreign cloth shops and liquor shops was granted. (iv) In coastal regions, permission was given to make salt without paying the salt tax. (v) The Congress agreed to participate in the Second Round Table Conference; however, this pact disappointed the public because it did not include the public demand that Bhagat Singh, Sukhdev, and Rajguru should not be hanged.
