Explanation
Since no Indian was included in the Simon Commission, during the protests against the Commission in India, the Secretary of State for India, Lord Birkenhead, challenged the Indians and said that Indians were incapable of making concrete proposals for constitutional reforms. He said that Indians were unable to frame a constitution that could receive broad political support from all Indians. The Indians accepted this challenge, and to finalize this plan, all-party conferences were held in February, May and August, 1928. A committee of nine members under the chairmanship of Motilal Nehru (the total number of members, including the chairman, was 10) presented the draft of the proposed constitution in August, 1928. Later, it came to be known as the “Nehru Report” after Motilal Nehru. In it, the demand for separate electorates on a communal basis was rejected. This report demanded “Dominion Status”. Besides this, other recommendations were also made, such as: adult franchise for all, equal rights for women, freedom to form unions (associations), and separation of religion from the state in every respect. ## Page 11
