Explanation
The Vibrant Villages Programme was announced in the Union Budget Speech, 2022–23. Through this scheme, such border villages on the northern border—where the population is very sparse, connectivity and basic facilities are very limited, and which have been deprived of the benefits of development—will be brought under this new programme. Activities under it include basic village facilities, housing, development of tourism centres, road connectivity, arrangement of decentralised renewable energy, direct-to-home access for Doordarshan and educational channels, and support for livelihood generation, etc. Additional funds will be provided for these activities. On 15 February 2023, the Government of India approved Vibrant Village Programme-I for the comprehensive development of selected villages in 46 blocks of 19 districts adjoining the northern border in Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand, and the Union Territory of Ladakh.
